Windows 10: Permanently delete User Account

Keep asking this with no reply. Someone, somehow, accessed my laptop and put a local user account on it. I use Windows 10. I've tried the conventional way to delete it by going to Setting, Family and other users, then deleting the account but every time I restart my laptop, the account and its icon is back. Is there a way to permanently delete this user account once and for all?

Deleting User Accounts

If you can access the admin account through safe mode then all you have to do to remove the other account passwords is go into User Accounts in the control panel and either delete the accounts or, I'm not sure, remove the account passwords.

OK, excellent illustration! Since I do not have a patent solution, I suggest you drill down a little in order to obtain more information:

1. Delete the account chanwangsang again with the command
   
   net user chanwangsang /del
2. Check if the account is deleted with the command net users
3. Press Shift+Restart in order to boot the machine into Safe Mode.
4. Check if the account is still deleted with the command net users

About your mysterious app:

1. Press the Windows key
2. Click Settings
3. Click Apps
4. Click Apps and Features
5. Sort the list by Install Date
6. Check the apps that were installed most recently. Delete the ones you do not recognise.

Have you tried removing account via NETPLWIZ?

If not, try these steps:

1. Press Windows Key + R and put netplwiz in Run dialog box. Click OK or hit Enter key.

2. In the User Accounts window so appeared, on Users tab, under Users for this computer, select/highlight your user account you want delete and hit Remove.

3. Click Yes on following confirmation prompt and remove the selected user account permanently.
