Windows 10: Permissions to amend .../Windows/SHELLNEW/ contents

The default UK Excel worksheet held in C:\Program Files\Microsoft Office\root\vfs\Windows\SHELLNEW is incorrect and I need to replace it. How do I give myself full rights to edit this folder? I am the sole owner, administrator and user of my PC, so I must not be locked out.

To locate ShellNew folder, kindly follow the steps below:

• Press Windows key + R.
• On the pop-up window, type regedit.exe, and hit Enter.
• Collapse HKEY_CLASSES_ROOT to see folders.
• Scroll-down to .rtf folder.
• Collapse .rtf to see ShellNew folder.

ok, I created the ShellNew folder in Windows directory, and put there UTF-8.txt sample file, and changed the Registry as suggested here:

It seems working when creating new text document in File Explorer environment,

but not in Total Commander environment... so I probably have to search on their forum.

Residue of contents Windows.old refuse to be deleted.

I am having problems in finally clearing out Windows.old. Most of it went, when I used the clean-up facility, but a system32 folder, 134KB, that contains folders, drivers and Driver Store remains.
It appears my permissions need amending, but all I try is met with failure. The folder named Windows 10.old mo longer exists.

Please can anyone, please help step by step? Permission especially if Trusted Installer could be involved seems a nightmare!
