Windows 10: Persistent ERR_SSL_PROTOCOL_ERROR

why do i always get ERR_SSL_PROTOCOL_ERROR whenever i am performing a system update on newly reformatted Alienware R4 15? I tried with windows 10 and windows 11 separately but still had the same issue. I did everything that the internet and this community has to offer but none has worked. When newly reformatted, everything works well. I can visit any website i want facebook, youtube, etc. But once the windows 10 or 11 starts updating, things start to fall apart. These common websites start to show this ERR_SSL_PROTOCOL_ERROR and there is nothing I can do to fix it other than reformatting aga

Thanks for the update. Let's try to the Clear SSL state
in Internet Properties and see if the issue will persist. Please follow the steps below.

1. Press the Windows key and R to launch Run command.
2. Type in inetcpl.cpl and press Enter.
3. On the Content tab, click on Clear SSL state.
