Windows 10: Persistent High CPU Usage and Performance Issues Despite Extensive Troubleshooting.

Dear Microsoft Support,I am experiencing severe performance issues on my PC, primarily related to consistently high CPU usage. The issue causes my CPU usage to remain at 97-100% even during light tasks. Additionally, my screen occasionally goes black for 2-3 seconds, individual windows sometimes turn black momentarily, and my system freezes intermittently. Chrome and Task Manager consume an unusually high amount of CPU, and I am unable to open more than three tabs in Chrome without CPU usage skyrocketing to 90% or higher.I have performed extensive troubleshooting, including the following:Task

In the meantime, I'd recommend performing a clean boot in Windows to isolate software conflicts on your device. To do this, you can perform the steps posted on this

High CPU usage after update

High Cpu usage

• I appreciate if you could answer few questions to narrow down to the issue.
  
• What is the make and model of the computer?
• What is the CPU usage level shown in task manager?
• Did you install any high end applications which requires huge memory or disk space?
• Did you install any third party application?

I suggest you to run System Maintenance troubleshooter finds and clean up unused files and shortcuts and performs maintenance tasks.

• Press Windows key and type Troubleshooting.
• Select Troubleshooting and hit Enter.
• Click on View all in the left pane of the window.
• Select System Maintenance.
• Click Next and follow the on-screen instructions to complete the troubleshooting process.

If the issue still persists, if the issue persists, I suggest you to run a full scan of your computer using Microsoft Security Scanner and check if it helps.
