Windows 10: Persistent paging file error & error code 80070013

So I’m helping a friend fix their laptop & it’s been far more of a challenge than I expected. I’m not a pro with computers, but I know quite a bit. So there’s 2 problems. When starting the computer, it takes a really long time to login. When the home screen finally loads, the task bar is blank, no files or programs anywhere. Just the wallpaper & an empty task bar. I can move the mouse but cant click anything. Eventually I get a paging file error. I can interact with it, but all the ways I’ve heard of to fix it, I cannot do. I can’t open Command Prompts because then I get error code 80070013. I get that code with almost everything else. It just says to restart or look up the error code, but I haven’t been able to find anything helpful. I’m not really sure what the problem is, but I am concerned. This all took place while my friend was playing games offline. It just suddenly blue screened & was like this when it restarted. The laptop is 3yrs old & this is the first time this has happened. BIOS error codes

So I have motherboard with installed small LED screen, which presents BIOS error codes.

Where can I find a list of those errors. And I don't mean beep codes, but the "number" codes.

Ex after installing sound card, the motherboard startup fails with the code 15.

Ok i'm a soldier in Afghanistan! I brought my HD7 with me! I want the Mango update! but all I have is the MWR computers! ( one with admin privilege) I installed zune, got my phone to be recognized and update page said there is update! computer creates
back up but then errors out at the end of back up! error code 80070013 plus one of the many times ive tried it told me that the windows phone temp. file wasn't large enough or something like that! ( I had 93 GB free!) it didn't say that the last time I tried
though! I NEED HELP!!

 

Page loading error

Firefox can't find the file at jar:file:///C:/Program Files/Mozilla Firefox/chrome/en-US.jar!/locale/browser-region/region.propertieslogin.facebook.com.


I keep getting that type of error with fire fox, it doesnt happen only certain webpages, it's completely random. I also get a similar error with windows explorer.
I've tried reinstalling the wireless adapter driver, re installing fire fox, reseting the router ext.

Any suggestions or ideas of why this is happening?
