    Personalized settings (not responding) after installing cumulative updates

    I have Windows 10 version 1607 build 14393.2007 which I'm advised to upgrade. Each time I've tried the upgrade crashed because of the Personalized Settings problem.

    I followed the steps to delete the key for Windows Desktop Update and restart Windows Explorer,
    [Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active Setup\Installed Components\{89820200-ECBD-11cf-8B85-00AA005B4340}.]

    However this hasn't stopped the update crashing.

    Any suggestions?
