Why is KB4023057 never available for download in the catalog?

A few times a year, MS publishes quality updates under KB4023057. But the last time they made any of these updates available for download in the Microsoft Update Catalog was May 2021. Some of us rely on the catalog; in my case, Windows Update never works because of error 0x80070057. I've tried everything anyone has ever suggested to fix it (short of wiping the disk clean and starting over) to no avail.

So, I rely on the catalog for anything that isn't a driver update. When will MS publish these particular updates in the catalog again?

I'd recommend you to try using a different USB cable with it and see if that will help your system to detect it without it disconnecting.
I'd also suggest you to go to Disk Management and see how the drive is listed there. It won't hurt to check up on the health and SMART status of the HDD by running the QUICK and EXTENDED tests from the WD's Data LifeGuard Diagnostics. Help! Data partition not showing under my computer

This is happening on a windows 2000 server. Our second partition of the system, for data is not showing under my computer. Here are the properties of it in disk management:





Now under logical drives its listed as F and shows free space available.

Suggestions on how to fix this?
