Windows 10: Phishing

I clicked on a phishing email, and it downloaded a file to downloads, when I clicked on the file it said permission to change hard drive, I said no. Deleted download, turned off wifi, and scanned computer. Does this mean because I didn't let it change hard drive it didn't effect computer. It was a fake social security link.I will change passwords to be safe. I know you cannot answer weather for sure, but because download was never opened would this have stopped it?
