Windows 10: Phone Link crashes when trying to start new message

Phone Link on my HP p6-2100 desktop Windows Version 22H2 OS Build 19045, 3996 communicates with my Samsung A32 and seems to work fine until I try to start a new message. It then crashes.I have:** Reinstalled Phone Link app** Successfully run SFC, all DISMs, and chkdsk** Reinstalled Visual C++ Redistributables 2015 and higher both x86 and x64Previous posts have identified KERNELBASE.dll as connected to the problem.Here is the full error message from the Event Viewer:

• Look for a text message from Microsoft on your phone. Once you receive the text,

  Google Play Store (on Android phones) to a Microsoft application that links your phone and computer.
  Install the application.
• Once it's installed, open the application and follow the instructions to try out your first cross-device experience.
