Windows 10: Phone Link is still sending data to Windows even when disabled

So I occasionally use Phone Link to quickly send photos from my phone to my laptop. I've been doing this for over 6 months now, with no issues except for the past couple months.

I usually keep "Link to Windows" turned off everyday on my phone, since I don't need it constantly communicating with my laptop (or Microsoft at that). What I've found quite strange however, is that randomly a couple times a week, my laptop will receive a notification that came from my phone, even when Link to Windows is disabled.

I feel like this is a security risk or privacy issue, considering that Link to Windows shouldn't be on or sending data to Microsoft, and consequently my laptop, and yet it very much still is.

I've tried reinstalling Phone Link on my laptop, and removing and adding back my laptop on my phone. This issue still persists.

I've attached screenshots of the notification on my laptop from Phone Link, a screenshot from my phone taken within the next 30 seconds showing Link to Windows is turned off, and a screenshot I took over 30 minutes earlier showing that Link to Windows was active (I couldn't swipe away the notification, either. I haven't turned it on in a few days).

Supported phones for Windows 10 Mobile Insider Preview Mobile

Your list confirms my phone is eligible, Lumia 521. The windows Insider App fails after ~ 15 seconds, restores data and gives me error 80073cf9. I trouble shot this and went thru all the steps mentioned on several websites including MS without any luck. Short of a hard reset, this is where I am now. Suggestions appreciated.

 

How can I disable the "Link your Phone and PC" notification in Windows 10?

The new "Continue on PC" feature that came with the Windows 10 Fall Creators Update also includes a notification that pops up saying "Link your Phone and PC". Answering no or clearing the notification gets rid of it, but after some amount of time and/or a reboot, it continuously comes back.

Presumably, if you actually install the app to link your phone it will stop giving you the notification, and I am also aware that you can completely disable suggestion notifications; however, I do not wish to use the phone link feature and I would prefer not to disable all future suggestions, as I could possibly be interested in one of them. Is there a way to specifically disable a single specific suggestion notification?
