Windows 10: Phone Link not coming to front of Windows desktop

Hello,I just setup a new laptop and Phone Link is not behaving like it did on my old laptop. Previously, when I received an Android cellphone messages notification in Windows in the lower-right corner where notifications show up, I would click on the messages notification and Phone Link would automatically display that message at the top of my Windows desktop. I can't figure out how to do that on my new laptop. Currently on my new laptop, I have to manually open the Phone Link app and then I have to go one step further and click on the sender of the most recent text message. Help with this is

Supported phones for Windows 10 Mobile Insider Preview Mobile

Your list confirms my phone is eligible, Lumia 521. The windows Insider App fails after ~ 15 seconds, restores data and gives me error 80073cf9. I trouble shot this and went thru all the steps mentioned on several websites including MS without any luck. Short of a hard reset, this is where I am now. Suggestions appreciated.

 

Windows Phone app for Desktop

If I have understood the issue the Windows Phone Desktop app is still not detecting your phone.

Try to check if the Windows Phone Desktop App is present between the Windows Firewall exceptions. In order to that it follow the steps below:

• Click on Star.
• Click on Control Panel.
• Click on Windows Firewall.
• Click on the link “Permit a program or feature to work through Windows Firewall”.
  
• It will appear a list programs. Make you assured the Windows Phone Desktop App is marked” .
• Click on Apply and on OK than.
• Restart the PC.
