Windows 10: Phone Link not working due to roaming outside china

I bought a phone while living in China and now Phone Link doesn't sync while "roaming". I don't see what phone link has to do with where I am. My laptop was bought in the US and everything worked fine while in China, but after leaving it stopped syncing. I have disabled "sync over mobile data" and when clicking on the "Offline" icon it says sync a few seconds or minutes ago but the app doesn't actually show any information. Is there anyway to reset this app so that it ignores this restriction?

You can also try the steps below to help you turn on or off data roaming:

• Swipe left on the start screen.
• Select Settings.
• Tap Cellular+SIM.
• Tick Data roaming options.
• Choose either Roam or Don't roam.
• Then, restart your phone to refresh it.

Is it legal to use China OEM Windows (PRO) outside of Mainland China, for example, Macau and Hong Kong?

If not, is that possible to pay up to acquire the license at a reasonable cost?

I tried the first thing you suggested but when I look at the list of installed apps, phone link was not listed. So I skipped that and went straight to the second thing you suggested and that worked. Thank you so much. Is it a problem that the phone link at is not appearing in my installed apps? I really appreciate you taking the time to help me.
