Windows 10: Phone Link Not Working with Android Samsung Galaxy S23

I have been using phone link for a couple of years. I had some Windows system issues so decided to reinstall Windows ISO file. Everything installed fine and every thing works except I cannot get my phone reconnected to Phone Link and Link to Windows on Android. I have not changed any settings on the Galaxy phone so they are all the same as when it worked. Battery is not on optimized, app can run in the background, I am on the same network, etc. etc. I have checked everything. The S23 phone shows up in Windows on Settings > Mobile Devices.
