Windows 10: Photos app will not open photos - giving error code (-2147219196) and (-2147219195)

After executing windows updates, my photos app no longer works. The app and my windows version are the newest available. When I try to open a photo (jpg), the photos app displays for a second then closes and gives a pop up window that reads "File System error (-2147219196)". After using the repair and reset options for the photos app, the issue is not resolved, however the error code changes to (-2147219195).

File System Error (-2147219196) - Can't open photos and calculator.

I can't open any of my photos nor can I open my calculator. The message I receive is "File System Error (-2147219196)"

Open with another app 'photos'


When you choose photos and select 'open with' it gives a selection of apps. In the list I see the apps but one that looks odd is labelled %1 and has a generic app icon. It's almost as if it's some kind of old or broken program that doesn't exist. All the other programs like paint and photos are in the list as they should be but this is a rogue one. Does anyone else see this?
