Windows 10: photos locked via One Drive

This has been asked, I didn't understand the answers as I could not find the One Drive Icon to click. ALL my phots are locked apparently by One Drive--how that happened, beats me. And, within an hour or so of adding a photo, it too is locked. NOT happy as I have hundreds of photos I need access to. Who decided on this change? And how do I eliminate it completely?

To change the
lock screen photo, follow these steps:

• 
  Go to
  Settings.
  
• 
  Choose
  Personalization.
  
• 
  On the left side of the screen, click on
  Lock screen.
  
• 
  In the
  Background, change it to
  Picture.

Hard drive/ OS issue

• shutdown
• unhooked HDD
• restarted
• yay !!
• reconnected HDD
• restarted
• yay !!

How do I move photos from the my photo app to the pictures folder on the C drive?

  Open Photo App.
  
• 
  Select the photo and right click on the photo.
  
• 
  Select Open Folder.
  
• 
  From there you will be able to copy all the photos to C: drive
