Windows 10: Photos won't open from File Explorer Seach results

When I do a search in File Explorer for a picture then double-click the thumbnail to open it opens with a blank screen. If I go to the source location then photos open as expected. This is just accessing the hard drive, no external drive or cloud.

Tried the Repair option, but that didn't resolve the issue. I did notice that if I keep the blank Photos window open, eventually the image is loaded and displayed, but it takes perhaps 20-30 seconds. Again this does not occur when opening the file from its source folder, only when opening from File Explorer results.

When I do a search in File Explorer from the Pictures folder, then double-click a thumbnail to open, Photos opens with a blank screen.

If I right-click on one of the thumbnails, and choose Open File Location, then double-click, Photos app opens as expected.
