Windows 10: PIN - How do I replace? Windows 10

After unplugging my computer for a few hours during a storm then starting it up again I now have no PIN. I've tried adding one a number of times put but always get the "We weren't able to set up your PIN" message. None of the suggested solutions on this forum work for me. I've tried entering the following command lines:takeown /f C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC icacls C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC /grant administrators:f This did not help but instead resulted in my Windows 10 UI not working properly.Also, I've looked in

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK
