Windows 10: PIN no longer available due to the security settings on this device

My laptop forced an update two nights ago and now I can't get into my computer. "My PIN is no longer available due to a change to the security settings on this device." I can only reset the PIN by getting into my account, but I can't get in, as my password is incorrect and I can't reset it. So far I've tried:Booting my laptop to a USB with a Microsoft media creation tool in an attempt to wipe it and start again. But I always end up back at the same home screen that won't let me in.Resetting my Microsoft password on my phone. Computer says the new password is incorrect, so same problem.Rebootin

After resetting my windows 10 pc (Dell Latitude 3190) I receive the message "Your PIN is no longer available due to a change to the security settings on this device." I cannot enter Safe Mode either. During the Reset I was asked something about the TPM? and I selected to allow the change/erase. I've tried multiple solutions listed in this forum to no avail. Any help is greatly appreciated.
