    Thanks Cliff. The first suggestion didn't work because the shortcut icon is not listed. The second easier suggestion didn't work because right-clicking does not include "Open File Location" as an option, only "Unpin from Start" and "Resize". Screenshots are included. "xmltobgl" is the culprit icon.

    Windows 10 : pinning files to program icons on taskbar

    I have run the troubleshooter you suggested, and it said found no problems and made no changes. I do thank you for leading me to it; however, as I was unaware of all the troubleshooters included there.

    I probably should have more correctly said that my concern is adding items to jumplists attached to pinned icons.
    With no difficulty I have pinned 11 icons to the taskbar including file explorer (8), synctoy, snipping tool, Chrome (9), Outlook, Word (12), Excel (10), Paperport,
    NitroReader, Cotrol Panel (12), and calculator. The numbers that follow in () represent the number of items pinned in the respective jumplists.

    The problem that occurs is that when I try to add an additional item to a jumplist either by dragging to the program icon or by clicking one already listed as recent nothing happens. They no longer pin/add.

    What I have read about the limitations of the Start menu is the following, “Windows 10’s Start menu works differently under the hood. It’s actually managed by a system service that scans the above folders
    for changes and displays an All Apps list based on them. In practice, it works similarly.

    Ars Technica found that the initial release version of Windows 10 could only handle
    500 entries in this shortcut database before it breaks and stops showing new shortcuts, so don’t add too many! Microsoft will hopefully fix this low limit in a future update to Windows 10.”

    I don’t think it can make a difference, but I might mention that I have added a toolbar to the taskbar (via task and start menu properties) using the folder at C:\ProgramData\Microsoft\Windows\Start Menu\Programs

    Thank you. I suppose if there is no simpler solution I could unpin everything and start over.

    • Right click on the app which you want to pin to the Taskbar and select
      Pin to Taskbar
