Windows 10: pinging linkedin.com and I get 100% data loss / In Tor, no problem

Tor browser gets me to linkedin.com, without any problem. Other linux and windows computers I have in the house get me to linkedin.com, no problem. On this certain computer, pinging linkedin.com yields 100% data loss, and therefore, all my other browsers except Tor give same result. I set inbound and outbound rules to allow this certain IP address for linkedin - the one I saw when I pinged - 13.107.42.14, no exceptions. Still, not working. After setting that rule, it should work immediately, no ? This is the first time I have touched MS Windows Defender, however. Usually, I opt for using 3rd

Experiencing Severe packet loss and high pings

Bump, the command spearman suggested boosted the d/l speed to 70kb/s, however it didn't fix the packet loss issue, the ping issue's still there but has much less of an effect.

The best pinging and tracing program I've ever came across is this:

(UO Trace). It can even be set up to:

• Get IP address from domain name.
• Show the entire network path (I.E. every server the connection hops across) along the internet between you and destination. It pings every single 'hop'.
• Or just the destination only.
• "Zero" in on a 'problem server' along the route and ping only that server.
• Brilliant for troubleshooting connection problems in multiplayer games
• See where packets are being dropped.

Also incredibly easy to use and very user friendly.

What to look out for?
There are a few things to keep your eye out for when running these tests.

• High ping times: If your average ping times are often above 150ms, you’ll see slower response times in-game. If they’re over 200ms, you’ll probably have connection drops.
• Packet loss: If you see numbers other than 0% or 100% in the % Loss column, it means data is being lost at that point in your connection. If you see it in more than one place, or if the numbers are high, this is probably what’s causing your connection issues. Make a note of the hops where packet loss is happening, and contact your ISP to let them know about it
• Big differences between the best/worst ping times: This is a good indicator of an unstable connection. The difference between your best and worst ping times should be 100ms at most. If it’s more than that, that means a jittery or spiky connection. This is what causes lag in games and is the source of frustrating inconsistencies in performance. If you see this in your UOTrace, talk to your ISP about that, too.
