Windows 10: Pinned Apps disappear from start menu after every restart (windows 10)

I've recently done a clean install of windows 10, and have an issue where most pinned apps disappear from start menu, while unpinned apps reappear, every time windows 10 is restarted.

I have no problem pinning apps and unpinning them, just that changes are not saved when restarting.


The other issue I've noticed is that windows takes noticeably longer to start up than usual. I have an SSD installed and start up prior to re install of windows was much faster.


Windows 10 Home is activated and up to date at latest version 1803.

Windows 10 Start menu issue

Ive always had issues with the start menu. Pin to start sometimes doesn't work. Now I cant move the icons. And the right click menu sticks. If I do manage to move one it disappears on to reappear later.
Love 10 other than that. Whats the deal? I would like to organize my icons. Ive tried tablet mode too

Another thing it does when I first restart its bright. Then if I try to move something it dims
