Windows 10: "Pinned" icons on the task bar keep moving around, where are my tools?

I just switched to Windows 11 PC from Windows 10. I have a number of frequently used apps "pinned" to the task bar, but no matter how I adjust the settings, they will not stay in a fixed position. They slide down the task bar depending on the order and type of the files I've opened- this makes it really hard when I'm opening a new instance of a specific app because it's never in the same place twice. It's as if I put my digital "tools" down, and then a little gremlin comes behind me, and moves it while I'm not looking. Is there any combination of settings that will render "pinned" apps to

Also, you can drag the icon from the desktop and drop on the task bar.

how to successfully pin files to the task bar

I use to be able to drag and drop files onto the task bar and they would reside withing the file list for that program. Since the recent upgrade it appears that I am not able to pin a file to the program on the task bar. Suggestions?
