Windows 10: Pixelated Video when i resize the video player

Pixelated videos

There were many more driver steps than simply installing and reinstalling.

There were also over a dozen things to try in the tutorials for pixelated and distorted videos which have worked for many others.

Please do not skip any steps. We often find out later that the fix was the skipped step. If you need help performing any step I will help.

 

Custom video resizing in Moviemaker

I need to resize a video in Moviemaker but the size I need 820 x 462 pixels is not an option in the Moviemaker.

This is the size required by Facebook as a cover page in a page.

 

Video decoding stops in video players when resized

So here's the issue and what I've done to try to fix it(and failed).
Issue: In multiple video players, possibly unimportant, but they are UWP(ACG Player, and Windows Medias Player(the new official windows 11 uwp version), but not all UWP players have this issue. When watching any video, if I attempt to resize the video, or it resizes as a result of Windows snap, the video will either freeze, or go blank, but will technically continue playing, as the timeline will proceed, and audio is heard. If you peer into Task manager, you can see video decoding stops as soon as this occurs. I also don't own my old pc to confirm this, but as far as ACG goes, I'm 90 percent sure this occurred on windows 10 also. I'm going to post this elswhere as well, but this is just one avenue I'm taking for advice.

Attempted Fixes(all unsuccessful):
Rolled back GPU drivers(3080ti mobile, so there's only a few drivers)
Disabled Hardware Acceleration in windows.
Disabled and enabled media related Optional Features in windows settings
Attempted on multiple displays.
Forced the applications to run on the integrated graphics instead, and vice versa
Disabled Geforce Share Overlay
Reinstalled both players
Installed Microsoft media extensions via Microsoft store
Tried multiple videos with different extensions/codecs
