Windows 10: playing games in 4:3 forcefully moves other windows on my 2nd monitor

So, when I try and play CS:GO for example in 4:3 stretched and in fullscreen, it causes any window I have on my 2nd monitor to move half way off-screen. My 2nd monitor is on the right. For example, if I have firefox maximized on my 2nd monitor so I can watch a video, as soon as I open CS:GO it moves off screen half way to the right. So if I really want to watch that video, I have to tab out again, and move the window half way across my main monitor to the left to try and compensate, and its super annoying.

dual monitor settings

HI Will, sadly that's not the issue...….I use the left screen for both a secondary monitor and a TV....my problem is when I set it up the way you suggest.....I cannot go from the left monitor to the right monitor as I wish...I'm a lefty you see and it's
counter intuitive for me to move my mouse the other way when swapping monitors doing it the way you suggest I have to move my mouse from the first monitor going to the right you see...that is why I need my games to play on the 2nd monitor on the right hand
side. Right now it plays my games on the big screen..not good for me
