Windows 10: Please Help. Cant access PC all USB ports are disabled

I downloaded some Corsair iCue application NEVER download its given me problems since day one I randomly opened it and updated which required a restart. I restart and everything that connects through USB won’t work. I don’t care for the application as I’m willing to uninstall it however, I can’t even open my Lock Screen because Keyboard/Mouse has to be connected through USB.I can open the Bios and control my Keyboard/Mouse however I don’t know how this will help me remove the application or fix the usb ports. And as soon as it loads up desktop anything USB related stops working.I have tried

Disable a USB Port

Disabling that USB Port, may also disable any ports beside it, do you have USB ports on another part of your PC?

Open Device Manager (accessible by right clicking your Start Button)

At the bottom of the device list, expand the 'Universal Serial Bus Controllers' section

How many devices have 'Hub' in the name, is there more than 1?

If so, right click one f those, then choose Properties and choose the Driver tab, is there an option to disable that there?

If that is the wrong hub, re-enable that and move to the next hub device, until you find the one for that USB port . . .

This issue might have occurred due to corrupted drivers on your device. Try the below troubleshooting steps and check if it helps.

Step 1: I suggest you to check if there are any drivers with exclamatory mark in Device Manager.

• Press Windows + X keys from the keyboard, click on
  Device Manager.
• Check for the drivers with exclamatory mark in yellow triangle.
• If so, right click on the driver, click on Properties
  and check the device status.
• Also, try to update the drivers by click on Update driver software
  under Drivers tab in Properties window.

Step 2: I suggest you to run Hardware and Devices troubleshooter.

Hardware and Devices troubleshooter
checks for common problems and makes sure that any new device or hardware connected to your PC is installed correctly.

• Press Windows key from the keyboard, type
  Troubleshooting and select it.
• Click on view all option on the upper left corner of
  Troubleshooting window.
• Select the Hardware and Device
  options from the list.
• Click Next to run the
  Hardware and Device Troubleshooter.
