Windows 10: Please Help Im Begging windows 11 freezing stuttering lagging when loading or doing anything

i built a faily maxed out computer probably 10 hours ago i have been trying to troubleshoot this problem for probably almost 8 hours now and im going to go crazy whenever i open something a app a google tab or i open the windows button or the settings menu frankly do anything that my computer has to think it starts lagging freezing and stutering i made a forum post a few hours ago and to my suprise nobody responded i need some help please

Regarding your suggestions. I have already tried these (they didn't work):

1. Disable hardware acceleration in Windows and applications. Disabling hardware acceleration in Windows setting didn't work. And the is no stuttering while using browsers (Firefox, Chrome).
   
2. Check for conflicts with other software. After a clean Windows install the first thing I did - was installing the GPUs drivers. Right after that the issue occurred. I don't think there are any conflicts with software present. I have checked - there are no exclamation marks next to any devices in the Device Manager and there are no errors in the system logs related to the GPUs drivers.
   
3. Disable Windows Visual Effects. Tried. No luck.
   
4. Check for BIOS and firmware updates. All the updates are installed, incl. the latest BIOS version. I am checking updates almost every day (the issue is really annoying).
   
5. To toggle the scrolling inactive window settings. Did that. Also tried toggling off then on then off again (as some post in the Internet suggested). Didn't help.
   
6. Disable Fast Startup. Did that (also in BIOS too). Didn't work.
   

I haven't tried these steps:

1. Disable Dynamic Tick.
   
2. Disable Power Throttling.
   
3. Disable Link State Power Management.
   

I am going to try them and report if that helped.

I have tried the suggested solutions.

1. Disable Power Throttling - didn't help.
   
2. Disable Link State Power Management - I don't have the "Power Management" tab in the adapter properties.
   
3. Disable Dynamic Tick. I have executed the command and monitored the current timer value using ISLC utility: Intelligent standby list cleaner (ISLC) v1.0.3.3 Released
   
   1. If I run Skype then the timer value decreases to 1 ms. and the stuttering disappears. Immediately after I close Skype the timer value goes up to 15.625 ms. and the mouse stuttering appears again.
      
   2. If I copy a large file using File Explorer then the stuttering disappears but the timer value stays at 15.625 ms.
      
   3. If I set the timer value to 1 ms. manually in the utility - nothing happens (i.e. the lag still persists).
      

It looks like the system timer has noting to do with the bug, but executing Skype or copying file(s) temporary fix the issue.

 

Windows 11 lags / stutters on Desktop (new PC)

Hello guys

I recently bought a new PC after my old one was overdue.

The new PC is an HP Omen 45L GT22-0629nz

Specs:

• Windows 11 Home (22H2, 64 Bit)
  
• AMD Ryzen™ 7 5800X
  
• 32 GB RAM
  
• 1 TB SSD
  
• NVIDIA® GeForce RTX™ 3070 Ti (8 GB)
  

Since I set up the PC whenever I'm on the desktop, windows and all windows applications tend to lag / stutter / work slow.

When try to open up the windows menu (Windows Key), the Windows explorer or applications like "settings" the pc takes a few seconds to open it, then the application stutters or is very laggy. Dragging program windows across the screen stutters also.

In contrary when I open up a game (for example CS:GO) and minimze the game, Windows runs smoothly (everything opens instantly, no stutters, etc.).

The task manager and the graphs tell me that 16% CPU and about 20%-22% RAM is used while the PC is not operating anything.

So the lag / stuttering ONLY occurs on windows itself, not other programs (games, browser, etc.) and only when nothing else is open.

What I tried to fix it:

• All Windows Updates
  
• Driver Updates
  
• Optional Windows and Driver Updates
  
• BIOS Update
  
• GPU Driver Update
  
• "Reset-PC" in Windows Options with "Deleting all Data" and "Formatting all discs"
  

I couldn't figure out what causes the lag so far, maybe I have an experimental version of Windows?

Is it a windows or hardware problem?

PC is out of the box so I didn't change hard- or software so far except dowloading firefox and steam.

If there's not an easy solution I have overseen so far I am considering contacting HP support.

latency issues, random stutter + audio stutter

hey, im having dificultys with my pc. im having problem with every task im doing, even playing a yt video. so the problem is im having random freezes and audio freezes/lags every 10-40 mins. i dont exactly know whats causing it but im pretty sure its not the disks/ram. ive ran a test on a program called latencymon and thats all ive got. let me know what tests i should do to help give more information about the problem and i will. ive been having the problem for like half a year now and its pissing me off. heres a picture that might help : (bios is last version btw). also ive gotten a lag that made the pc black screen and audio loop and i had to force restart!
