Windows 10: Please Help !!! Windows Update Not Working, Error Code 0x800700c1

I've tried almost everything that I've read online to try and fix this issuestopping and starting windows update services via command prompt, using the windows troubleshooter, going into the windows recovery menu etc. and yet nothing has been able to fix this problem. I first noticed it when I was attempting to run a program and noticed it needed .NET 3.5, however I could not get it to download no matter what I did. I assumed windows itself needed to be updated but that refuses to work either. This has been a super frustrating problem for me so any help is GREATLY appreciated!

I have got the error 0x800700C1 and could not update KB3115259, KB3167685, KB3163018 & KB3149135 since a week ago. I tried both you two methods but the result was the same. I don't wish to follow hbja to go back to "Factory Setting". Can you help me sort
it out with other solutions?
