Windows 10: PLEASE I NEED HELP!! My pc's settings won't open, i can't access anything that needs...

I just can't do anything. My main problem is that I can't open anything with the system. This includes me already uninstalling and reinstalling windows but every time I try to troubleshoot with something different another problem comes up! My powershell can't even do anything because I can't set it to administrative rights! And when I do sfc /scannow it comes up as "it fixed something" but it just goes right back to being broken after I restart it, what happened? Someone please help.

Applications won`t maximize

Following a W10 update, applications only open as minimised on the taskbar and won`t maximize. I have tried closing them minimised but no good. Can anyone help ? thanks
