Windows 10: Please is not there a program for improving pages background colour

Hello Please is not there a program for improving pages background colour in the pdf file After I compressed one of my pdf files using a program named Systweak PDF Editor installed in my computer desktop , the colour of all pages background changed as if it were freckles spotting By the way to get the minimum size for the pdf, I have chosen the highest compressing So how can I change it to a usual colour ? I hardly know something about the programs Here is one page I upload

Cannot change page background colour from the toolbar

Office 2007 loaded ok. However in using word the page background is black and the text is white when trying to change page colour to white from the toolbar nothing happens it will not change to any other colour?

I have tried loading Works and the word program in that is the same 'Black background and white text impossible to change?
Office 2007 installed on another computer running windows 10 and works fine?

"window background colour from white to something softer", Are you referring to title bar of the window OR the white background in the file explorer, context menu etc.,?

If yes, Please be informed that this is by design and it cannot be changed from white to different color.
