Windows 10: Policy Based Qos not working

I'm trying to limit smb share file transfer speed using policy based Qos but it's not taking any effect. QoS Packet Scheduler - Blocked by group policy?

I am trying to make changes to a network adapter and install QoS Packet Scheduler. However, when I click to install I get "Could not add the requested feature. The error is: This program is blocked by group policy. For more information, contact your system administrator." I am doing this as the administrator and I have no group policy that should be blocking this.

I am going to network adapter > Properties > under "Networking" I click "Install..." and select QoS Packet Scheduler. I do not see it as a list of already available options, which is why I need to install it.

Does anyone have any suggestions? Thank you!

 

Windows 10 Policy-based QoS application specific not working

I have created a Policy-based QoS for an application called 3CXWin8Phone.exe to set DSCP to 48 and it does not seem to be working. I am using Wireshark to watch the packets. The computer is using Azure AD, we do have our old on premise windows domain controller still running which is handling DHCP.

I have tried...

• cmd.exe which didn't work
  
• All Applications which worked
  
• outlook.exe which worked
  
• Setting via PowerShell which didn't work
  
• Reboots after changing
  
• Using the full path
  
• Set Registry HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\QoS\Do not use NLA = 1
  

As an added issue after removing the "All Applications" policy it is still setting packets with the DSCP that I had set, I have rebooted.

I thought a reboot was meant to fix everything. The goal is to use QoS with the 3CX Windows Client.

Can anyone point me to a solution?

Edit: Turns out cmd.exe not a great test, outlook.exe works fine

 

QoS not working on Windows server 2016

I am trying to apply QoS setting across our server estate via GPOs to assist with WAN testing.

We are attempting to apply the same policy to both 2012 R2 servers and 2016

On a 2012 R2 server the policy correctly applies the QoS tagging settings are works exactly as expect.

On a 2016 server the policy appears to apply (I can see the correct settings via Get-NetQoSPolicy -PolicyStore "ActiveStore" - but outbound traffic has DSCP markings of 0.

I've searched around and can't find any additional settings I might need on a 2016 server.

I found articles regarding RDP servers having an override and not to use NLA (on Win 7). Neither appeared relevant, but they have been tried with no effect.
