Windows 10: Pop-up shows up with odd message from browser that I do not have installed

Sometimes when i turn on my laptop fake "Mozilla" browser pop-up appears on my screen with text on it attached screenshot. I tried scanning my PC with different software both free & paid, but no malware showed up after screenig. When "pop-up" shows up laptop freezes.I don't know what else to do to resolve this issue.

Insurgency wont install and run for me....

I have played and have fully updated CS and Half life 2....
I am using the newest client and installed the SDK.

I am completely blown away, if i click the desktop icon it starts the sdk and then closes, and it doesn't show up in my game list...

First mod attempt install here, followed the directions step by step on the mods website...

Any ideas?

 

Odd Home Page Reset Message in Internet Explorer

I don't think there's a conflict in anti-malware as the combination I have is very common. But just to clarify, if it is my anti-malware that is stepping in to prevent a home page change, that still means that something is trying to change my home page, right?

The thing I was expecting to see on Google is just some mention of this message popping up - since it is apparently a built in Windows function, it seems some of the many Windows users should have encountered it here and there. But in fact I only found two mentions on the whole internet for it..... very odd.
