Windows 10: popup that should not have popped up to me.

ok so I left my recycle bin empty, it was a normal day watching people destroying recycle bin, I did not do like them because I don't have a VM and I don't want to risk trying it on windows sandbox. then the same popup in the video came to me I clicked no. but then when I rebooted the system the same message came to me i clicked no again, but when I entered sleep mode then opened my system again it was a new level of a popup, the screen was all yellow which is my default color and the popup came to me and my mouse was visible but my mouse or keyboard did not work, but when I swiped my mouse up

• STEP 3: Use HitmanPro to scan for malware and unwanted programs
• (Optional) STEP 4: Reset the browser settings to their original defaults
• (Optional) STEP 5: Double-check for malicious programs with Zemana AntiMalware
