Possible to install Windows 10 without Windows 10 PC?

The sequence of events.
* Use Arch Linux, have no Windows PC.
* Purchased an HP Compaq Elite 8300 USDT with Windows 10 Pro clean install
* Windows 10 on 8300 booted fine, but I managed to brick the HD so it doesn't boot.
* Downloaded Windows 10 Install ISO from https://www.microsoft.com/en-us/soft...d/windows10ISO
* Copied ISO image to USB flash drive
* On 8300 bios boot selector USB flash drive shows as legacy device
* 8300 bios boot fails with "No partition active"

HP Compaq Elite 8300 USDT
8 GB RAM
500 GB HD
Optical DVD Drive
Processor Intel(R) Core(TM) i5-3470S CPU @ 2.90GH

8300 bios supports UEFI and legacy boot.

For what it's worth, I copied four different Linux distros to a USB flash drive and all booted. I left a Manjaro-mate install running on the 8300 as a hardware test. It works fine.

Any ideas on how to load Windows 10 on the 8300 with only an Arch Linux PC?

Installing Windows 10 on New PC?

I'm going to be building a new PC on Christmas and want to install Windows 10 on it. I have Windows 10 on my current PC, which I installed upgrading from 8.1 with the files on a USB. How do I go about installing a clean copy of Windows 10 on this new PC? I think I recall something about installing it once makes Microsoft recognize your hardware, but since this will be a PC I'm not sure what steps I need to take. Do I need to go 8.1 -> 10 or is there a method of going directly to 10?
