,Ive tried repairing, sfc /scannow ,DISM /Online /Cleanup-Image /CheckHealth DISM /Online /Cleanup-Image /ScanHealth DISM /Online /Cleanup-Image /RestoreHealth, reinstalling, updating windows ,Checking .NET Framework Version, Running as Administrator, i typically tried everything and nothing helped that's why i considered reaching out to Microsoft Support

After replacing machine.config backup file from the following path "C:\Windows\Microsoft.Net\Framework\V4.0.30319\config\machine.config"

Now its resolved and power BI working now.

But before replacing take backup of your machine.config file.
