power plan causing 100% cpu usage in task manager but not other monitors

recently i noticed frame drops in games and when i checked task manager i saw that it said 100% cpu usage which is weird since i normally have 10-30 cpu usage normally and when i checked any other monitor such as MSI Dragon center cpu monitor it shows the regular 10-30% cpu usage so i thought this was just a harmless glitch. However, i later found out that this was effecting my power plan and that every time it switched to "high performance" or "ultimate performance" the cpu usage would spike up to 100% on task manager and then it would automatically switch to balanced and the cpu would go back down to 10 but then it would switch back to "high performance" or "ultimate performance" and this caused large frame drops. Is there any way i can fix this? The cpu isnt actually hitting 100% but task manager seems to think it is

    :)

In the "High Performance" power plan, why does the CPU always shows 100% usage?

    I've got a Dell Inspiron 11, model 3147, with a Pentium N3540 2.16GHz processor.

I've noticed that when I chose the "high performance" power plan (at Control Panel\All Control Panel Items\Power Options), the CPU will immediately go to 100% usage in task manager, and 125% usage in resource monitor. If I change it to "balanced," it will immediately go back down to below 50%. This happens when I have nothing running except task manager and resource monitor.

When at 100% CPU usage, the processes consuming max CPU don't seem to make any sense. For instance, task manager itself will sometimes show as consuming over 50% CPU.

I have run a scan with Windows Defender and didn't find any malware.

The computer seems responsive despite showing 100% CPU usage.

Is it expected that a Pentium N3450 will run at 100% CPU when in "high performance" mode? Or is there a problem with my laptop?

Below is a screengrab of task manager showing 100% CPU usage.

    Widow 10 - Power Plan / CPU Usage Stuck @ 100%

    Hi Folks;

Clean install of Windows 10 Pro w/all drivers.

The problem is that under the high performance power plan the CPU usage stays at 100% and battery life shows just a few hours. I then modified the advanced settings so that the minimum CPU usage on that plan is 5%.

Even with nothing running the CPU stays pretty much pegged at the top. Battery life indicates it is being eaten alive due to CPU usage

On the Balanced plan CPU usage will range from very little to max depending on what's running - which is correct.

So the problem is that the High Performance plan keeps the CPU pegged at nearly maximum, even though it's set to lower to 5% and there is nothing using the CPU.

BTW, I'd appreciate it if I could get an answer from someone knowledgeable as opposed to someone in India that thinks the answer is to set defaults or the like.

CPU constantly at 100% in task manager

That is exactly what I did previously. I tried setting max to 80% to test and task managers cpu displays constant 80% instead of 100% on the performance tab and 80% above the cpu column in the users tab. Sadly it has no effect but thank you for the suggestion.
