  1. Power Shell Explanation for non-technical Windows user

Several iterations back of Windows Power Shell began to open on startup in the form of three overlapping windows. Even when I close the windows the icon remains on the bottom tray.I have read the previous Power Shell posts but as a non-technical user they mean next to nothing in explaining 1 what does Power Shell do, exactly, and 2 should I remove it from startup?

    :)
