Windows 10: Power supply surges detected during the previous power on ASUS anti-su

Yesterday in my house,electric fuse was switched to turn on cooker in my kitchen. During this power delivery was stopped for 4-5 second only.
When power back on then pc automatically turns on and just before bios show me :"“Power supply surges detected during the previous power on ASUS anti-surge was triggered to protect system from unstable supply unit.
Press F1 to continue.” And then pc booted fine to Windows.

Is this normal ? Did it damage something? Why i get that message is this normal?

Asus Z170-P
Corsair 750 RM
Gtx 1080

Asus Anti Surge

i fast question. My mobo Asus Z170-P and psu Corsair 750RM. 3 months ago there was power outage ( for short time ) in my house,and my pc restart with message: "“Power supply surges detected during the
previous power on ASUS anti-surge was triggered to protect system from unstable supply unit.” Press F1 to continue." After restart is again fine. So question. Why after power outage i get that msg? Is this normal?

In bios i have AC POWER LOSS RESTART OFF. So why it is restarts with Anti Surge instead of shutting down?

I was in work when that happened so i cant tell how long was power outage.

First I rebooted with this inscription:

Power surges detected during the previous power on.

ASUS Anti-Surge was triggere to protect system from unstable power supply unit!

Press F1 to Run SETUP

After the change:

BIOS => Monitor => Anti Surge Support => Off

The message did not appear, but still restart the game, but if you have time to press the button during nachallnoy screen game, before the game is restarted zapuskaetsya.
