Windows 10: Powered off during reset.

So I was doing a system reset on my laptop, it was progressing smoothly for a good while but eventually it got stuck on 68%. I left it for a further few hours and it remained on that percentage. In hindsight I should have just let things be, but suffering from a headache at the time I made the colossal error of powering my laptop off. Now when I boot up my laptop, the logo appears with a loading symbol, before a slightly fuzzy-er logo appears and it says restarting. It just repeats this process several times.I can get into the advance start up options but am not sure where to go from there. Go

• Right clickCommand Prompt from the list, and select
  Run as administrator.
• Type or copy and paste the command below:

• Wait for the command to finish and restart the device if prompted.

Once you're done, check if the issue persists.
