Windows 10: Pre Order of Life is Strange: True Colors - Ultimate Edition in Microsoft Store is still...

Its An Multiplatform title game under Microsoft.I got it on Monday, August 23, 2021, and on my Xbox one x its allowing me to install the main game and its addons but showing the price for it under Microsoft store as unowned, its displaying in the store as if I didn't buy it and I did and still have the paid for with Microsoft account balance & it's Your Microsoft order #number email sent to me. https://account.microsoft.com/billing/orders/ shows as owned under My Accounts Order history page for the Ultimate Edition, even if they product page for it says I don't own it.also shows it as

I find it hard to believe that non pre-orders won't have tire smoke. Pre-order tire smoke is probably a different color or something.

Trying to refund State of Decay so I can buy the Ultimate edition instead

As the title suggests. I bought State of Decay pre-order on the German Windows store. I now want to get the Ultimate Edition in it's place but I am not able to cancel my pre-order even though when I bought it the email said I could. I just do not get a
cancel button in either the English or German version of the Microsoft.com billing section where the pre-order is listed.

I have also gone to my Xbox account as well as the actual store- and still not able to cancel the pre-order from any of the locations. I have also ensure I have uninstalled the game on both my PC as well as my Xbox 1 and still I am unable to cancel my pre-order
so I can purchase the Ultimate edition.

If there was just an upgrade option things would be easy and I could just purchase this.

Can someone please assist me in getting this solved as I want to play the game on release on the 18th and not wait until the 22nd for the lower one to unlock

pre-order and pre-load questions

I have two general questions but I am asking them in the context of State of Decay 2 pre-order

1. Is there a universal rule for how pre-load works when purchasing games from the windows store for PC? Do all pre-orderable games pre-load? how long before launch? I was able to find some xbox information on this but the windows support page really doesn't
expect you to buy PC games lol.

2. It says the time of day for the game to launch as 2pm. Is this my local time or PST?

Never bought anything from the Windows store and I work so I want to plan my day ahead of time for when I should be home to play
