Windows 10: preparing automatic repair look after wiping pc

I recently wiped my pc to get ready to sell it, while doing so i would get errors l basically telling me it could not be completed. I finally got it to do a full wipe and i came back to it after hours just to be stuck in a “preparing automatic repair” loop. Safe mode will not work at all and when. i try to do bcd edit the file seems to not exist and i do not know what to do to get my pc working again

Preparing Automatic Repair

My son's Lenovo Ideapad 110-15ACL has been stuck on "Preparing Automatic Repair" for over a week now. I can't followed any steps listed for remedying it because the computer doesn't respond to any instructions, like holding F8 or even booting from a USB, at all. Has anyone ideas or it's time to discard this 5-year old laptop?

To resolve your concern with continuously looping your system, we suggest that you follow the Startup Repair steps below:

• Turn off your computer.
• Turn on your computer. As soon as you see the Windows logo with the spinning dots, press and hold down the power button until your computer turns off. Do this process
  twice.
• Turn on your computer for the third time, and let it load.
• It should give you the message: Preparing Automatic Repair.
• On the next screen that would appear, click on Advanced Options.
• Select Troubleshoot.
• Go to Advanced Options.
• Click on Startup Repair.
• Wait for the repair to finish.
