Windows 10: “Preparing to configure Windows/Don’t turn off your computer” stuck

Hi,

I’m using Surface Pro X. When I shut down my computer yesterday, it’s stuck with “preparing to configure Windows / Don’t turn off your computer” screen. I did not install or configure anything before this error happened. I was working on MS Excel and MS Word as usual. This error has been here for a day. I tried to find a solution online but there was nothing I can do. My computer has no CD drive so that I can’t use Windows CD to repair Windows. I do not have another computer to prepare a boost USB. I’m waiting for the battery running out with a hope to restart my computer, but it certainly not a solution.

Preparing to configure windows stuck

I have wanted to restart my computer, after turning it back on it is stuck on a screen that says preparing to configure windows do not turn off your computer. It has been like this for over 3 hours and ive got important work to do. I am on windows 10,
using the Dell inspiron 15 5559

My laptop is Windows 10 and it is stuck on Preparing to configure Windows dont turn off the computer. I Tried f8 and cltrl+alt+delete but its not working even turning off my laptop. What should I do?
