    does the physical location of the user important for the os for functioning properly.

    For clarification of your query, please answer the information below:

    • Are you moving to a different location including your device?

    It will not affect your Operating System when you move to different places. Microsoft will automatically update the system. If you're moving to different states the
    Timezone of your device may be changed.
