Windows 10: Print screen not working with fullscreen programs

I am having issues with the Print Screen function on my desktop. If I alt-tab into a full-screen application while the app is in one state, and then move to another state e.g. changing menus, moving in a game, basically anything, print screen captures the first state, usually the app's pause menu. However, this does not happen with my laptop. I have tried turning the Xbox Game Bar off, as well as disabling full-screen optimisations. Does anyone know how to fix this?

How do I screenshot a fullscreen program/game?

I always used to be able to use 'print screen' to screenshot anything, including fullscreen games, but a while ago, it stopped working.

I can still get screenshots of windowed programs, and the desktop, but fullscreen programs or games just end up with a big white box instead of a screenshot.

Is there any way to get it working again without installing any software?

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.
