Windows 10: Print Spooler turning off constantly Windows 10 22H2, can't print to PDF/OneNote Desktop

Print Spooler is turning itself off automatically, checked all settings, deleted/reinstalled all printer drivers, troubleshooter using Windows Troubleshooter. It won't stop turning itself off, whenever manually turned on, it turns itself off again and will not allow any printing. I do not have any printers on the computer, only need it to print to OneNote and PDF. Any help beyond the normal stuff online would be great, all other attempts have failed.

OneNote Print-to-pdf is constantly dodgy

I'm having constant issues with printing to pdf from OneNote. I print to pfd and then when viewing the copy Mircrosoft pulls up a page that either says "nothing to see here" or "error". I restart the computer once or twice and also try to keep printing
to pdf one to six more times, and between both those steps the code will finally catch at some point and give me a pdf. My computer is updated.

I can't tell you how much this issue wastes time, but to draw a picture I'm taking 4 classes with 3 assignments due each week. As I'm trying and trying to print to pdf the clock is ticking for the assignment due time. This error is a constant let down
and Microsoft's whole sales pitch to use OneNote for everything is unreliable.

Anyone have any suggestions??

 

Print Spooler Running Constantly

Win10 v1903 with all updates. HP ENVY 6255 Printer - wireless access from 2 other PCs, wired access from this PC.
There is a long story about why this PC is connected to the printer via USB rather than wireless. Don't really want to revisit that issue. It's here No printer driver after upgrade to Win V1903 Closed 3 weeks ago.

Printer is working fine but today (10/29/19) the spooler (spoolsv.exe) decided to run all the time using 13% of the CPU (maybe other resources too but the CPU use is the biggie). I have stopped and restarted the spooler - no joy. I have rebooted the PC - no joy. I have applied the Reset and Clear Print Spooler (a tutorial on this site) - no joy.

Suggestions what to look for?

The constantly running print spooler is a pain. I have to stop it and then restart it whenever I want to print. Grrrr.......

 

Print to PDF from OneNote

Hello my name is Bradford and I'm an Independent Advisor for the Microsoft Community and I will try to resolve your problem with printing from OneNote.

Have you tried exporting notes from Onenote instead of printing from Onenote?

Please let me know if after trying to the export feature if you're still getting that error of unreadable PDFs being the output.
