Windows 10: Problem after Windows HP 1.61.0.0 firmware update

Good afternoon.The problem is as follows. Laptop HP ZBook 17 G3. Two operating systems are installed - Windows 10 and Windows 11 experimentally.The version of the notebook bios is the latest at the time of the problem - 1.60a, from the official HP website. Both versions of Windows worked correctly and were updated daily.Windows 10 did not receive any firmware updates for the laptop before or after the problem occurred. On Windows 11, firmware update 1.61.0.0 arrived as part of Windows Update now visible in the Drivers section.When I tried to install the firmware, the notebook went into the

speed of processor 1 in group 0 is being limited by system firmware !?

I am seeing several messages in the event log shortly after I boot (the adapter message appears earlier than the processor messages):

• A command sent to the adapter has timed out. The adapter did not respond.
• The speed of processor 0 in group 0 is being limited by system firmware.
  The processor has been in this reduced performance state for 71 seconds since the last report.
• The speed of processor 1 in group 0 is being limited by system firmware.
  The processor has been in this reduced performance state for 71 seconds since the last report.
• The speed of processor 2 in group 0 is being limited by system firmware.
  The processor has been in this reduced performance state for 71 seconds since the last report.
• The speed of processor 3 in group 0 is being limited by system firmware.
  The processor has been in this reduced performance state for 71 seconds since the last report.

What could be causing this? My firmware is up-to-date.

 

Intel Updates Core 2 Quad Q9550 to E-0 Stepping

We continue our Monday news list with another Intel story that brings to our attention information concerning the company and more specificly its 2.83GHz Core 2 Quad Q9550 chips that will move from the current C-1 to the newer E-0 stepping. The updated chips will start selling on August 22nd, featuring the following changes:

• New SSpec and MM numbers for the converting products
• CPUID will change from 0x10677 to 0x1067A
• Package change to Halide free package

Apart from that, the new stepping CPUs will not include any other changes. Of course, like most new stepping parts a BIOS update will be needed.

Downloading Updates stays at 0%

On Toshiba laptop with Windows 10 Preinstalled, it has stayed at 0% since 8am this morning, which is going on 7 hours as I type this. I am connecting to the internet with no problems. What simple steps should I take to get this fixed?

Now yesterday this desktop Windows 10 HP computer had a huge update that took some time, but it was finished including having to restart in under 1 hour.
