Problem-Installed Language won't uninstall properly in Windows 10 FCU

How do I completely get rid of a installed language as this is what happens in my case under Windows 10 Home x64 with Fall Creators Update:

    1) This is what it looks like now:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

    2) I click on options for the Traditional Chinese (Hong Kong SAR) which shows:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

    3) As there is nothing to remove, I click on Cancel which brings me back to:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

    4) I click on Traditional Chinese (Hong Kong SAR) so it is highlighted and then Remove:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

    5) You would think it was removed but when I refresh the page:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

    which is also confirmed with:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

I noticed that with Start Menu/Settings/Apps/Manage Optional Features, it does show:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

All of the Chinese (Hong Kong SAR) * entries have only a Manage button which when clicked opens:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

Chinese (Traditional) Supplemental Fonts has a uninstall button and when I click on it, it does uninstall and this is what the page shows afterwards even after closing and opening it again:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

From another website, it says one can run lpksetup /u from a admin command prompt which shows this:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

I am actually trying to get this done as I am trying to troubleshoot Cortana's search box responding slowly which can either accept the input or it will take forever before what I type shows up whenever I have NJStar Communicator from NJStar Communicator Version 3.30 | NJStar Software running but without NJStar running, Cortana's search will work fast. NJStar Support is unable to reproduce the problem so not sure if it might be the built-in language support in Windows 10 that might be causing the problem or not. I have already completely resetted Cortana using the instructions here:
SOLVED: Video: How To Hard Reset or Remove Cortana In Windows 10 - Up & Running Technologies Calgary

Thanks for any help in advance!

    :)

  2. Fresh Windows 10 Pro x64 Fall Creator Installation Problem

I don't know what's wrong with my PC setup, but the problem only appears when I clean install it on UEFI.

I tried clean installing an older version of Windows 10 and upgraded to FCU via FlashDisk installer from there. The problem is gone, but the OS seems slow and doesn't feel FCU-like.

Then I tried clean installing the FCU on Legacy mode and now the problem is gone and runs faster than upgrading from an older version. But now, the new problem is that I no longer get the benefits from using UEFI.

  3. ctfmon.exe (CTF loader) crashes every 3 second.

I've had this problem again and again after the FCU. I re-installed Windows 10 either by update or from ISO multiple times. I un-installed all languages other than English(US). None could solve this issue.

Every time I re-install my OS the problem goes away for a while. I was able to use my PC normally for a few days until this morning. The problem appeared again just now.

Even though Microsoft claimed this bug was fixed in build 16232, it is NOT. This bug is never truly fixed. It appeared from time to time in each build since 16226 and every time it shows up the only "fix" is to re-install windows until it shows up next time.

This bug does not show on every PC, I have 3 PC and this bug shows on 2.

Please just release a program to undo the FCU, the fall creators update is complete trash with numerous bugs (I also can no longer install Cuda toolkit after FCU).

I don't get that with mine. Are you sure that you chose the correct language for that Rogue. What if you try to do a inplace repair to see if it will knock China out from trying to take over that Port. You should be able to click on the items in that System screen and should give you an uninstall.

Try this and post back what happens. You may have to jump into Safe mode if you cannot do it from your profile. Make sure it is a Local not a Microsoft Live account. run this from a Command Window as Administrator: Lpksetup /u

Use the Language Pack Setup Tool to Install a Language Pack

Do not use Control Panel. Use new settings nenus

Trick is to ADD the language you want to delelete, make it default, click on it and select options, then add US keyboard to it, and delete Chinese keyboard.

Then make US language default again, and remove Chinese language.

Of course if you do not read Chinese this is a bit trickier but you can practice key clicks using a different language if necesary - clicks are same.

Yes, I am choosing the correct language since originally I was the one who put both traditional and simplified chinese which are treated as two different things. I already tried doing a inplace repair and it didn't make a difference. I have also tried safe mode too and the same thing happens, it will readd itself just like what I mentioned earlier even while in safe mode.

Yeah, I think you mentioned that one in the install language packs tutorials thread.
I am trying what you mentioned and here is what is happening.
    1) I run the Settings app then click on "Time & Language", then "Region & Language" which shows the following:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

    2) I select "Add a language" from the above which brings me to:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

    3) I select Chinese (Traditional) as that is what Hong Kong SAR (Special Administrative Region) would fall under which gives me:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

except none of the items are clickable even though I want the top left one probably because the language packs are still installed for all three. So I basically go back to:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

and then set as default as you mentioned:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

    Select options which shows:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

Do I need to download both the language pack and Basic Typing first?
How does one add a US keyboard as when I select "Add a keyboard", there is no US Keyboard option as these are the only choices:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

It seems the US Keyboard is added automatically when I back out and do options again except as you can see, the Remove is greyed out for the Microsoft Quick keyboard since it seems like no matter what I do, I can install a new Chinese keyboard from that list but the last one installed has the Remove greyed out while I can remove everything else.

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

Post will be updated after I install the language pack.

Okay, both the basic typing and language pack are installed:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

The Remove button is still greyed out, only the US Keyboard can be removed.

I tried making US Language default and then removed Traditional Chinese - Hong Kong SAR and guess what happens, it comes back with Traditional Chinese - Taiwan which is a different language pack and keyboard instead.

and then click Next which does this:

    after a few minutes:

Running lpksetup /u will show the following:

Problem-Installed Language won't uninstall properly in Windows 10 FCU [IMG]

    My taskbar disagrees:

So basically originally I added Traditional Chinese - Taiwan, Traditional Chinese - Hong Kong, Simplified Chinese - China. It seems like even after I uninstalled all 3 of them, one will randomly reinstall itself immediately.

It is possible to remove languages from the computer and it will be permanent.
If you are interested in a permanent removal please post all of the languages.
The languages syntax is typically 4 characters separated by a hyphen.

There is risk to the drive files so the drive needs to be evaluated and the files backed up.
    These are some preparatory steps:
    1) Run HD Tune on the drive posting images of health, benchmark, and full error scan:
    HD Tune website
    2) Open administrative command prompt and type or copy and paste: chkdsk /x /f /r
Run chkdsk /x /f /r on every partition and post the event viewer results into the thread using the information in this link:
Read Chkdsk Log in Event Viewer in Windows 10 Performance Maintenance Tutorials
    3) Backup important files
    4) Make a backup image using Macrium:
Macrium Software | Macrium Reflect Free
    5) Place the backup image on another drive or into the cloud
    6) Open disk management > widen volume and status columns so that the contents of the rows are in full view and are not cut off > post an image into the thread.
    7) Download and install Minitool partition wizard:
Best Free Partition Manager for Windows | MiniTool Partition Free
Post an image of the drive with Minitool partition wizard into the thread.

Actually zbook, I actually visited the page you referenced right about 30 minutes before I saw your reply. Basically, I want to remove the following languages:
    zh-HK
    zh-CN
    zh-TW

while I want to keep the default en-US that is what comes with the US English version of Windows 10. So do let me know what the exact command line syntax to use is.

The languages are removed already except the problem is that it still shows up because those languages all use a US Keyboard by default as seen in the taskbar that also support the language which seems to be a bug with Windows since Windows 8 if not earlier. So as long as lpksetup /u no longer shows the language pack installed and Manage Optional features from Settings/Apps and Features is clear of the language, if not then one has to remove the language from both places as well as remove from Settings/Region and Language before opening regedit and deleting the following key:
    HKEY_USERS\.DEFAULT\Keyboard Layout\Preload
then signout or reboot. Both the taskbar language bar and also the Settings/Region and Language will be clear of the additional languages which is covered here:How to remove US Keyboard from Windows 10 language list - Super User

One of my drives had failure to boot after performing the steps so it is important to run chkdsk /x /f /r before the steps.
Read Chkdsk Log in Event Viewer in Windows 10 Performance Maintenance Tutorials
Please post the results into the thread.
Please post images of each disk management and Minitool partition wizard.
For disk management please widen the volume and status columns before posting.
After posting the minitool partition I'll follow up with some additional steps.
