I'm not ready to install Fall update yet. This pertains to the Nov 2017 cum. update. I have the exact same situation and see what this guy sees in windows update in the link below."I looked at update history and the above patch is marked as "Requires a restart to finish installing".No matter how many restarts KB4048954 says the same thing. Not home now to check on the fix referenced below but curious if anyone ran into the same thing. win 10 pro.

.KB4048954 patch Requires a restart to finish installing - Microsoft Community

I have since gone into windows update and un-installed KB4048954 and installed KB4055254. Both are cumulative updates from November the former the problem one was from earlier in the month and the latter is from later in the month. KB4055254 installed successfully and does not say that it needs to be restarted. First picture shows KB4055254 installed but I still see KB4048954 listed. In the second picture right below it If I go to uninstall updates I see KB4055254 which is good and I no longer see KB4055254 so I am assuming that it was successfully removed. I believe now that this is mostly an aesthetic thing for me. I would like to remove from the list of updates KB4048954 so that I no longer see "requires a restart." Right clicking it does no good. Anyone have a solution? TIA.

    :)

  2. KB4048954 patch Requires a restart to finish installing

I've installed KB4048954 almost daily since late October, I think its bugged as its December, and it still shows Restart needed to install after I've restarted it, and installed it from the catalog and restarted, to repeat the next day (I got annoyed
at windows 10 pro restarting without notice trying to install updates inside of set active hours, & used the group policy editor to disable almost all automatic restarts)

KB4048954 patch Requires a restart to finish installing

An update on the current situation.

There has been a new Microsoft update "2017-11 Cumulative Update for Windows 10 Version 1703 for x64-based Systems (KB4055254)" that got installed on 11/24/17. It installed successfully.

The problematic update "2017-11 Cumulative Update for Windows 10 Version 1703 for x64-based Systems (KB4048954)" tried to install on 11/14/17. It is still stuck as "Requires a restart to finish installing". Restarts, and manually installing this patch
    did not help.

My understanding is that since these are cumulative updates, the update on 11/24/16 (KB4055254) included everything that was in KB4048954. Therefore, the failure of KB4048954 is largely irrelevant now.

    Is this a correct assumption?

What I'm worried about is the details of how Windows update handles cumulative updates. For example, does a later cumulative update really re-apply all the changes from the previous cumulative updates or does it just look to see if those previous cumulative
updates were installed and assume that the changes are already present. If the later is the behavior, then there is the remaining uncertainty of whether the changes implied by KB4048954 have taken place or not because it is stuck in the "maybe, maybe not"
    installed state.

Problem Re: KB4048954 patch Requires a restart to finish installing

Hi, when this happened to me
I uninstalled the update (via the Control Panel, Programs and Features, Installed upates)
then restarted and ran another scan for updates to have it install.

  5. >Hi, when this happened to me

Well I believe that may be too late now since I mentioned that I already had uninstalled KB4048954 which was issued in early November and went ahead and installed the second cumulative update KB4055254 which was issued later that month and as you can see from the pics above KB4048954 no longer appears in installed updates when I click on "uninstall" but it still appears in update history so like I mentioned if I am not mistaken I am good to go for November updates but I just do not like seeing it there in update history still telling me to restart to finish installing.
