Windows 10: Problem Using USB Recovery Media, Endless Loop

I have a Dell X51 R3. I recently replaced the stock HDD with a new SSD. Everything fits and the new drive is recognized by the computer according to BiOS. Prior to the swap, I successfully made a Windows restoration USB off of the old HDD.

When I turn the PC on, the blue keyboard format selection screen comes on, followed by the Windows recovery screen. I select recover Windows off the recovery media option and the recovery progress screen comes up, which slowly progresses to 100%.

Once it reaches 100%, I get the option to keep or erase the TPM data. No matter which option I select, the screen goes black for a few seconds and then the blue keyboard format selection screen comes back up and the entire process begins again from scratch. No matter what I do this loop keeps happening.

Any ideas or experience with a big like this?

Windows 10 update problem - endless loop

No this solution did not solve the problem. I inserted the installation media but it did not work, I was just thrown into the endless loop again. Any more suggestions?

• Have you checked if the hard disk is set as first boot device in the BIOS?
• Which version of Windows is installed on the computer?
• What did the HP supported suggested you to fix the issue?

Are you able to Windows recovery environment?

I suggest you to create a Windows 10 installation media and perform a Startup Repair on the device and check if it helps to resolve the issue.
This is an alternate way to boot the device and run recovery tools when something goes wrong with the Operating system.

Please follow the steps below to do Startup repair:

          Insert the installation USB drive
          and boot Windows 10 from it.
          
          If you don't have one, you can Create an installation Media.
          
        • 
          In the ‘Windows setup’ page select the ‘language to install’, ‘Time and currency format’

          Click on ‘Repair your computer’ and select ‘Troubleshoot’.

          Click on ‘Advanced options’ and select ‘Startup Repair’
          and select the operating system.
