Windows 10: problem w/ Windows 11 Pro PC - tried fresh install - doesn't meet system requirements

My Windows 11 Pro PC was acting up. I tried to do a restore w/system backup using EaseUS Todo Backup.As the restore completed, error in dataCan't reboot, asks for boot device.Using the media creation tool I created a usb Windows bootable cd on my other pc.Boot up., enter key "PC doesn't meet system requirements for this version of Windows"But this is the same Windows version that I have been using for the last few years ?

PC's not meeting system requirements for Windows 11

I have several PC's currently running Windows 10 but none meet the system requirements for Windows 11.

If I have the motherboard as well as the CPU on each PC upgraded and the system requirements met, would the new operating system still be activated or will I have to buy fresh licenses for each PC?

Currently, on two of my PC's, I have the OEM version of Windows 10 and on the other PC's, I have the retail version of Windows 10.

I have an HP ProDesk 600G6 desktop (purchased as a refurbished system) that developed numerous issues, possibly due to having the wrong memory speed installed aftermarket. When I purchased the system, it was running Windows 11 Pro. After several attempts to reset the PC, I reinstalled the original memory modules and tried again - no luck. At this point, the system will not boot and is completely unusable. After another try, I got to the point of attempting a clean install of Windows 11 Pro. I purchased a fresh copy of Windows 11 Pro, created the install media on a USB flash drive on another PC, and tried to install from the USB drive. After clicking the "Install Now" prompt on the HP ProDesk, I was greeted with the "This PC can't run Windows 11" dialog box that further said the PC doesn't meet the requirements to run Windows 11 (despite the fact that that it HAD been running Windows 11). Is there any way that I can restore this system? Any info helps.
