Windows 10: Problem when shutting down

Hi all, I have a problem when shutting down my laptop. Until yesterday, when I pressed "shut down", the "shutting down" screen would show. But then yesterday, instead of that screen, the screen would turn black with just the cursor visible. The shutdown would last just as long as previously. I tried a lot of stuff but&

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.

win 10 will not shut down properly
